A 40 year old Northumberland man is charged with first-degree criminal contempt and third-degree assault following a domestic incident early Sunday. Saratoga County deputies say Adam A. Santiago allegedly injured a victim’s eye by flicking a pen and violated an order of protection. The victim was treated at a local urgent care facility.
