State lawmakers are proposing tougher penalties for child neglect following the death of 3 year old Joycelynn Ann Dylewski of Corinth. The proposed “Joycelynn’s Law” would create a new felony charge carrying 25 years to life when neglect causes a child’s death, and five to 15 years when it causes serious injury.
